Is Paypal and Moneybookers account necessary?

I am planning for some online business and doing some research now a days. i HAVE visited your site and got really interest. I want to be an affiliate and promot products of different merchant accordingly. Before taking final decision i want ask some question
Is it necessary to have paypal or moneybookers account to process payment.If someone dont have account there then what needs to be done. are you people taking some fee for affiliate program.
